Caretakers voting list 
The voting list that grows and includes all folks who have (done X)
Owners 
the individual or group that legally possesses the ability to alter the DNS registry entry for the domain. These owners must implement the confirmed results of the Disposition of Domain Polls and the Commons for Domain polls.
Caretaker 
the process that voters, individually, go through in order to become a Caretaker includes registering as a voter and voting on the definition of a Caretaker. Operation in accordance with X allows caretakers to vote in the Disposition of Domain poll. Caretakers must remain active in order for their votes to count. Activity rules are applied on a poll-by-poll basis.
Disposition of Domain poll 
The poll that controls the current disposition of the domain. Caretakers can vote on this poll. Dependencies: This poll's results must be in compliance with the Commons for Domain poll or no changes will be made. These rules are considered enacted with 60% Caretaker participation subject to activity rules for this poll. Activity rules for this poll:Users must demonstrate activity in this poll within the last 6 months to be considered active.
Commons for Domain poll 
The owner is bound to the results of the Commons for Domain poll. This poll outlines rules that must be followed that supersede the Disposition of Domain poll. These rules can be changed by the votes of 95% of Caretakers of active. Activity rules for this poll:Users must demonstrate activity in this poll within the last 2 years to be considered active.
Mediation for Conflict poll 
This poll exists to allow Caretakers to reset an activity log for the Disposition of Domain Poll. Results require a stable window of 2 months in order to take effect. These rules can be changed by the votes of 60% Caretaker participation subject to activity rules for this poll. Activity rules for this poll: Users must demonstrate activity in this poll within the last 3 months to be considered active.

Results:

  • Now caretakers are defined.
  • Owners work within rules of caretakers (us) from day one.
  • The whole thing can be changed.
  • There is no divide between caretakers and users, a real problem area you discovered. This could be the subject of a PhD thesis.
  • Additional contingency polls that create clauses in the Disposition of Domain poll can be created allowing minor modifications that can escalate over time to be included into the Commons for Domain poll.
  • Rules could be created to insure that the Caretaker voting list is never moved to the Commons for Domain poll, thereby removing the ability of the users to continue to alter the disposition, within reason, in the immediate timeframe.
