Our position is that the cash provisions o … Our position is that the cash provisions of § 492-12 ought to be replaced with green construction credits. We note that the cash provisions allow developers to purchase exemptions from the construction of green roofs (492). The money is intended to finance the construction of substitute green space. however no guarantee is provided that the substitute space will be constructed in sufficient quantity. We therefore amend the code to require that the substitute space be constructed ''in advance'' and formalized by the issue of construction credits. Only construction credits may be used to purchase exemptions. redits may be used to purchase exemptions.
