21:20 < mcallan> conseo: the limitation in the software, in this case, is one of space in the ui.  we don't get too worried about it, however, because we know that a candidate doesn't need 200 immediate voters, for the reasons thomas gives.  instead we simply show the top 20, and not the rest.
